I have spoken to Thomas and gotten the quest but there is still no dialogue, I have been told to go to the manor district but its not open no matter what time of day I go. I have restarted the game multiple times but i still get stuck at Richard. How do i reset the game?

I can't get the wheat seeds from Richard, he only has a dialogue option for Agnes, who I need a water bucket for which no one  has a dialogue option for. I also tried to get the shovel for the worms but the gate for the Manor bit is locked. I am very stuck at the moment.
